The Imperial Star Destroyer Kuat Refit is the perfect flagship for Grand Admiral Thrawn. This ship has everything when it comes to upgrade choices, and even features the ordnance and Ion cannons. The Chiss himself will be prepared for any battle contingency.
Grand Admiral Thrawn works by giving each of your ships the potential to have an extra command dial when the activate. Since you can only set 3 command dials on Thrawn, this gives you 3 turns of completed command control. This is half the game, so it is an exceptionally powerful ability. You could set Navigate commands and Engineering commands on the Thrawn stack, and could free up your other ships to Concentrate Fire and control Squadrons. 
The Chimaera is Thrawn’s flagship, and showcases his tactical flexibility. This 4 point title gains you 1 Fleet Command upgrade slot. At the start of the Command Phase you may discard 1 Fleet Command and equip another Fleet Command upgrade. This can This can help you switch up tactics mid game, by first having had equipped Entrapment Formation to get extra movement ability, then switch it out with All Shields to Maximum to go on the defensive. But for this build we will use Intensify Firepower!
Intensify Firepower is a 6 point Fleet Command that requires you to spend a Concentrate Fire token. Then, until the end of the round, while each friendly ship is attacking a ship, it may change 1 die to a face with 1 hit icon and no other icons. This can help make sure that red dice hit their mark and blue dice as well. Even black dice can be helped when those blanks show up on your rolls!
