Now if we take a look at the sprue pictures from the new Heresy Starter Set itself, you can see that it may be possible to cut and rotate the direction of the weapons once you glue each arm half together (see red boxes). That way you can get a two power fist builds, and two weapon arm builds if you have two sprues to work with!

From what everyone out there has been saying, most folks will be picking up duplicates of this new starter, so it seems like every Contemptor can have dual weapon loadouts with this little trick!
