From the pixels this looks to be an image a picture to be honest. Also from the gemstones you would be inclined to think Aelfs, however there is what appears to be a clawed hand holding the staff.
Also the metal eye has some sort of significance for sure, as it is almost impossible at this time to tell even what system this model may hail from!
