Ciaphas Cain’s rules ditch 40k’s iconic Summary Execution ability entirely, leaning on emboldened Guardsmen, Jurgen’s meltagun, and a one-phase luck saver.
GW nailed the flavor of the model by taking out Summary Execution and just letting him inspire nearby units by being the hero he is. Honestly, the moment GW dropped the line that Cain doesn’t need Summary Execution, the whole datasheet stopped looking like it belonged to a Commissar and started reading like it was Cain’s.
Every named Commissar in 40k history has carried that “shoot your own troops to keep them in line” mechanic, and Cain skipping it is the most lore-accurate interpretation of the rules for a Black Library character in years.
The rules download is dropping in the Astra Militarum Faction Pack, but there’s one huge caveat: these are Legends rules. Which means you can play him in friendly games, but don’t expect to send him into any tournaments in 11th Edition. So hopefully he’ll inspire plenty of minis at your local table.
- Hero of the Imperium: Cain’s leadership ability skips Summary Execution and emboldens nearby Guardsmen instead, the lore-accurate read on a Commissar whose troops actually like him.
- Jurgen on one base: Cain deploys as a single model with Jurgen built in, packing a meltagun and Psychic Blank for mortal-wound and psychic protection, on Cain’s large base or separately at the player’s call.
- Unparalleled Luck + Trapped by Excuses: a single-phase survival save weathers anything the table throws at Cain, while the anti-escape clause keeps him stuck on the battlefield even when he tries to dodge it.
- Legends Unit: While the lore and rules feel on point, GW released this directly as a Legends unit.
Hero of the Imperium Replaces Summary Execution on the Cain Datasheet
There’s a pretty simple reason that follows the lore as to why Cain doesn’t carry Summary Execution, because trigger-happy Commissars get fragged by their own Guardsmen first. Sandy Mitchell wrote that joke 23 years ago in For The Emperor, and now GW has finally turned the joke into an actual rule. That’s the kind of lore landing where the rules live, that hobbyists love, and we’re here for it.
Hero of the Imperium leans entirely on Cain’s reputation, so the Guardsmen near him face down Chaos champions and Tyranid midgame monsters without breaking the way a normal squad would. With all the Battle-Shock pressure 11th Edition is layering across every new Astra Militarum datasheet from Armageddon, Cain could be a serious anchor for your entire army.
Here’s what else is packed into the datasheet:
- Unparalleled Luck: Cain weathers raging Chaos champions or overwhelming xenos firepower for ONE phase. The rules card itself warns backup had better be close, which is the most Cain-coded warning GW could’ve written into a datasheet.
- Trapped by Excuses: No amount of hiding, chicanery, or dodging gets Cain off the table. He’ll be where the action is, whether he likes it or not, which is the entire literary character arc compressed into one ability line.
- Jürgen built in: meltagun for cracking armor at close range, Psychic Blank for warding off psychic attacks and mortal wounds. He’s the cheat code that makes Cain’s whole act possible in the books, and now he’s part of the rules.
You can build the kit with Jurgen on the same base as Cain, or by himself. However, it doesn’t matter on the table, as he’ll just count as a token if you don’t put him on the same base, and the datasheet works the same.
Ciaphas Cain Points
At 70 points, he feels pretty fairly priced for what he does. However, he is relegated to Legends from the get-go… Which means you can’t use him in tournament games, and he probably won’t get any more rules support.
So, unless GW is feeling generous, this is the last rules update we’ll likely see for the model. With that in mind, we’d probably build him and Jurgen on separate bases, that way you could still use him as a proxy for a regular Commissar in your tournament games.
Final Thoughts on Ciaphas Cain Rules
Unfortunately, because he’s a Legends model, he doesn’t give too much insight into how GW will shape named characters for 11th Edition. But at least you don’t have to wait on a fresh codex, he’s slotting straight into the existing Astra Militarum book before his pre-order even hits Saturday, and he’ll be super fun to throw down in friendly games.
Even if he only has Legends rules, this might mean more Black Library characters are probably showing up the same way before this edition is over.
Either way, we’ve all been waiting on this since the first Ciaphas Cain Black Library books showed up.
